GOODS GOING FROM U.S.A. TO EUROPE

Recd. 11.20 p.m. Washington, Jan. 16. All commercial goods from the United States to 16 Marshall plan nations, the Soviet and its satellites. Spain and a score of other areas will be brought under export licence control on March 1, the Department of Commerce announced today. The objectives are believed to be to establish a positive check on every item going to Russia and its border States, to silence Congressional criticism of unsupervised shipmenu of goods to the Soviet sphere, to limit -the shipment of commodities which cannot make a contribution to world recovery, to provide a means of checks and controls of European citizens with dollar assets who might desire perhaps, to ship private automobiles instead of vital items.
