Allied headquartres, replying to Russian Labour proposals for Japan, alleged that “certain elements’’ were using propaganda, terrorism and untruths in an attempt to establish “regimentation of Japanese masses under the leadership of the Left.” The allegation is contained in a • tatement issued with General MacA thur’s a noroval.
