General Franco’s Chief of Staff, General Jose Aizpuru, reputed author of the secret order No. 27. which foirned the basis of Poland’s complaint to the Security Council against Spain, has arrived in New York, says the “New York Post.’ Aizpuru is insisting that it is a coincidence he is here when the Council is debating’ Poland’s charges. He protested that Spain did not intend to harm any nation, particularly France. He said that order No. 27 was not a threat to France, but only a defensive measure. April 23. A British Embassy spokesman stated that the Spanish Government informally had asked the British and American Military Attaches in Madrid again to visit the Pyrenees and investigate whether Spain threatened France. The attaches visited the area and were fully informed o' the situation. The spokesman added that the British Attache had no intention of repeating the visit.
