ATOMIC ENERGY
POOLING_PROPOSED REPORTED SUGGESTION OF MR. ATTLEE BARGAINING ISSUE WITH RUSSIA Recd. 9 p.m. New York, Nov. 12 The British Prime Minis.er, M< Attlee, has proposed to President Truman that all scientific developments, including the atomic bomb, should be internationalised. This is learned by the Washington correspondent of the "New York Times.” The proposal is contingent upon a Russian explanation of her aims and policies. Mr. Attlee is believed to have offered the following three-point programme :
Firstly, Britain, America and Canada io agre£ to share all information on atomic energy with the
Security Council and members of the United Nations Organisation.
Secondly, all future scientific discoveries be shared by the United Na.ions members.
Thirdly, Britain and America yield their information on atomic energy only if given ironclad guarantees that other nations will work with honesty and frankness in co-operation with he United Nations Organisation. The three countries, before initiating the programme, must obtain from Russia a firm understanding as to its policies and objectives. If such
declaration is not forthcoming then it : s understood that Mr. Attlee proposed •he reten ?n of the atomic secret by the hree countries now possessing it, with their guarantee not to use it except in co-operation with the United Nations.
