BRITISH SEEKING AID Recd. 6 p.m. New York, Nov. 10. The “Herald-Tribune’s" Washington correspondent learns that the BritishAmerican financial conference discussed a British request for a loan of 4,000,000 000 dollars, of which half will be payable at 2 per cent, interest ana the other halt interest free. No decision was reached regarding this closely-guarded counter-proposal to the United States’ original offer of 3,500,000,000 dollars credit at 2 per cent.
