FOREIGN MINISTERS NOT UNIFIED
INTENSE GLOOM PREVAILS RUSSIAN IDEALS CLASH WITH WESTERN Recd. 6.30 p.m. New York, Sept. 22. The Council of Foreign Ministers approaches the close of its conference amid intense gloom and disappointment, says the New York Times’ London correspondent. This first major post-war international meeting so far has been a clear demonstration of the Big Powers’ inability to get together in peace talks. The only delegation showing signs of satisfaction is Russia. Every other exhibits disappointment or despair. There is no use dodging the plain fact that a serious cleavage has developed between Russia and the Western democracies. History must apportion the blepw.
