FATE OF TANGIER

EXCLUSION OF FRANCO MEANING OF AGREEMENT Recd. 6 p.m. London, Sept, s In the orilcial communique about Tangier, alter ihe sentence "the regime thus established will be provisional and will remain in torce until the conclusion of a new convention by the Rowers who were signatories to the Acl of Algeciras" is was stated: “To this end an international conference ot’ the Powers who signed the Act of Algeciras will be palled in due course.” Most of the London political commentators interpret the phrase “in due course” as meaning that lhe conference will not be called until there is a Government in Spain, with which the United Nations are prepared to ■negotiate. Recd. 1 a.m. London, Sept. 6 A note from the Foreign Office published in the Spanish press to-day is the first official intimation to the Spanish people of the Allied decisions on the Tangier issue, says Reuter's Madrid correspondent. The note does not mention the demand for the withdrawal of Spanish troops from the international zone.

The note ray-: "Britain and France jointly delivered to the Spanish Government the text of the recent agreement between Britain and France reestablishing an international regime in Tangier and requesting Spain to adhere thereto and collaborate in the provisional regime which is to precede a conference of signatories to the Aiegiciras Pact, to be held within six months. Tile Spanish Government is also advised that Russia and America have been invited to participate in the provisional regime. Without prejudice a reply which will in due course be made by the Foreign Ministry reiterates the reserve already formulated in the recent Note to

Britain and France regarding the procedure followed in dealing with this matter.”

This Note protested against the Tangier talks occurring without the presence of a Spanish representative.
