“NECESSARY AND URGENT” Recd. 7 p.m. London, Aug. 31. Mr. Churchill, in his broadcast tonight. said hr felt that he and President Roosevelt would soon take part in a meeting with Marshal Stalin. The Anglo-American conference at Quebec, he said, was largely concerned with the war against Japan, and in making reference to Russian representation, he mentioned that the Soviet Government had a five years’ treaty of non-aggresion with Japan. “The President and I will persevere in our efforts to meet Marshal Stalin,” hr deelare<l. “In the meantime, it seems most necessary and urging that a conference of British, American and Russian Foreign Ministers should he held to take discussions to a point where the h<‘iuis of State might be able to intervene.” In connection with the eastern Mediterranean, he said Africa was clear, Sicily had been conquered, and Mussolini had been overthrown. Referring to attacks on Germany, he said that in our assault on Germany the war had prospered. The diminution of Hitler's war-making capacity had been achieved by air bombardment, bombardment that would steadily increase in volume and accuracy. Discussing the length of the war, he said there were those who took an over-sanguine view, but there were dangers in allowing our minds to dwell unduly upon favourable circumstances that surrounded us. “For myself.” he added. "I regard all such speculations as to when the war will end as vain anil unprofitable.”
