London, Feb. 27. Vichy radio announced that Dr. Heine has been appointed supervisor of manpower for German newspapers. Dr. Heine foreshadowed the discontinuation of all newspapers and magazines throughout Germany and the substitution of one newspaper with .on’’ editions a dav. The German news agency, twelve hours after announcing that all horseracing had been banned, stated that the announcement was premature, and that a decision had still to be reached.
