AUTHORITY UPHELD AT AUCKLAND (P.A.) Auckland. Sent. 29. Mr. Justice Frazer has disallowed an appeal by Mr. S. J. Ryan against the decision of the metropolitan licensing authority in granting a transfer of a taxicab licence from L. \V. Bonney to Bhana Ravia, an Indian. “There is nothing on record to the detriment of Ravia’s personal reputation and his financial position appears satisfactory, said Mr. Frazer. “Legislation does not debar him from holding a licence, and in the absence of legal proof of his unfitness I am unable to allow the appeal. I cannot assume, merely because he is an Indian. that he will brec«k the law or otherwise conduct the business in an improper manner.”
