NO EXCHANGE WITHOUT APPROVAL (P.A.) Wellington, Sept. 26. The Housing Minister, Mr. Armstrong, made it clear in response to an inquiry to-day that it was not in order for State tenants to make more than tentative arrangements for an exchange of houses without the approval ol the State Advances Corporation. He said that exchanges would be permitted only between tenants in the same town, and under no circumstances could an exchange be negotiated between a State tenant and the tenant of a privately-owned property. Each request would be considered on its merits. Prior approval was an essential condition of exchanges, and the details must be submitted to the State Advances Corporation.
