ORGANISER’S PROPOSAL The formation of three independent E.P.S. units—Boy Scouts. Schools Protection, and Child Welfare—was | suggested by the organiser, Mr. I. It was proposed that all teachers be seconded to other units, and that having fulfiled their obligations as teachers in an emergency, they should proceed to other duties for which they had been previously trained Mr. Manley added that he had been told that Boy Scouts who were injured or killed in an emergency would be covered by insurance. but after searching the regulations he could find no reference to such provision. “I am unable to find any trace of this section being covered, nor any member of the Boy Scouts’ Association forming part of the Emergency Precautions Services.” Mr. Manley said. “I propose that this organisation be legally constituted as an E.P.S. unit.”
