WASHINGTON, March 13.—Representative Louis Ludlow introduced a joint resolution to make “Onward, Christian Soldiers” a United States national song. LONDON, March 13.—President Roosevelt told his Press conference that Congress would be asked for an appropriation of about £4.500,000 for the expense of blacking-out Government buildings throughout the country.
