q’HE parade which was held on Saturday last indicated first

that there is in Wanganui a large body of willing workers ready Io take their place in an organisation to meet any emergency which may possibly arise. But it was also made clear that many units are not yet up to the strength that is required : and consequently more recruits will be welcome. In an emergency there is a place lor every man and every woman. Mr. C. N. Maclean, however, made a good point in his address to the electors, when he pointed out that should an emergency arise it would be necessary for the people of 'Wanganui to depend upon themselves, as communication with Wellington would probably be interrupted. Under such circumstances the people would have to work out their own salvation. It may, therefore, be asked whether the organisation is as far advanced as it could have been: the plans have doubtless been worked out, and the organisation has been set up, but has it had as much practice in actual functioning as is needful? The general mass of the public is still in the dark as to what is expected of them, and educational work seems to be called for along with more practice in the meeting of emergencies, before the situation can be regarded as satisfactory.
