“ENCIRCLEMENT”
U.S. DEFENCES AT GUAM Received Feb. 25, 5.15 p.m. TOKIO, Feb. 24. The Commander -in - Chief of the Second Fleet, Vice-Admiral Toyada, told the House Committee that the American appropriation for defence works at Guam represented military preparation by the United States to encircle Japan. “However,” he said, “the Japanese Navy' will not bo gravely menaced—it has already decided upon proper counter-measures.”
