FEEDING PEOPLE IN OCCUPIED LANDS
GERMANY’S VIEWPOINT "NOT OUR RESPONSIBILITY" LONDON, Feb. 18. A statement that, under international law, Germany is not responsible for feeding the people of the territories she has conquered was made by Berlin officials. They were replying to a statement by Mr. Sumner Welles, United States Assistant-Secretary of State, that as the responsibility was Germany’s the United States Government was taking no part in Mr. Herbert Hoover’s plan for food relief in Belgium. Berlin comment was that Mr. Welles’ interpretation of international law was false.
