BILL IN JAPANESE DIET NAVY GIVEN WIDER POWERS TOKIO, Feb. 11. Moving to meet the threat of surface and undersea commerce raiders, the Japanese Government introduced in the Diet a Bill for the protection of merchant vessels, under which the Navy will be given wide powers in directing shipping operations in case of war, or during an incident, as well as in a situation in which a conflict between third party Powers threatens the security of Japanese sea lanes.

Under the Bill the Navy will be authorised to set courses for merchant shipping, designate ports, or order the formation of convoys.
