UNITED STATES ENVOY VICHY GOVERNMENT’S INSTRUCTIONS [By Telegraph—Prees Association—Copyright) Received Feb. 7, 11 p.m. ISTANBUL, Feb. 6. The French Embassy at Ankara, acting on instructions from Vichy, cancelled a visa permitting Colonel Donovan, United States envoy, to travel via Syria to Palestine. An official arrived at tilt Ankara station a few minutes before the train left and disclosed that Vichy had cabled that Col onel Donovan, in no circum stances, was to go to Syria. Colonel Donovan flew to Palestine.
