NEGOTIATIONS WITH JAPAN MEMORANDUM SETS OUT JAPAN’S VIEWS Received Feb. 7, 5.5 p.m. LONDON, Feb, 6. The Dutch East Indies, so far. are not dissatisfied with the progress of the Japanese-Dutch negotiations, but recognise that the future trend ptohably depends largely on the events in Europe, says the correspondent of The Times in Singapore. The Japanese have submitted a memorandum to the Dutch delegation providing a solid basis for discussions and giving shape to Japan's wishes for an increase in trade with the Dutch Indies, especially to secure a bigger share of the Indies exports ol minerals. The memorandum also indicated Japan’s desire to ’participate on a bigger scale in tne development of Indies oil. Japan, it points out, like every great nation, has aspirations, but dqes not intend to forcibly impose the new order on the Indies. Also, Japan has no desire to reshape the map of Europe.
