WAR-TORN FRANCE
RECONSTRUCTION PLANS HOUSING AND INDUSTRY. Received Aug. 12, 6.5 p.m. LONDON, Aug. 11. A message from Vichy states that Ihe Petain Government has begun a reconstruction programme for housing, agriculture, and industry. Reconstruction has begun at 20 ports, including Cherbourg, Le Havre, and Marseilles. About 300 trains a week are operating between occupied and unoccupied France as a result of the reconstruction of war-devastated communications.
