NEW GERMAN OFFENSIVE
RUMANIAN OIL AND MATERIALS Received March 19, 5.5 p.m. LONDON, March 18. The Associated Press of Great Britain Bucharest correspondent says that the arrival of Dr. Clodius and a large technical staff has signalled the opening of a German spring offensive for Rumanian oil and war materials.
