SOVIET SAYS SHE NEEDS MUTUAL AID PACT MOSCOW, Dec, 6. The Communist International, declaring that Rumanian minorities workers are oppressed and exploited, urges a Russian-Rumanian mutual aid pact, similar to Soviet pacts with the Baltic States, as “necessary for the bright, peaceful development of Rumanians."
