WANGANUI CENTRE “Learn-to-Swim” Campaign in January SUB-COMMITTEE S PROPOSALS RECOMMENDATIONS APPROVED Recently the Wanganui Swimming Centre appointed a sub-committee to enquire into the matter of conducting a “learn-to-swim” campaign in the centre's district. At this week’s meeting of the executive the sub-commit-tee submitted the following proposals for adoption:— 1. That an intensive campaign be held in the fortnight period January 22 to February 3. 2. That application be made to the committee of the Intermediate School for the use of the school bath for this period; that application also be made to the Wanganui City Council for the use of the Central and Gonville baths during the tea hour each night for instruction; that application be made for the use of the Wanganui East baths during the tea hour each

evening. 3. That Mr. F. W. Roydhouse be employed to give instruction at the intermediate baths at hours to be decided upon, and that during the balance of each day he carry out instruction to children. That the co-operation of the swimming clubs be sought to provide voluntary instructors to be on duty each evening at the Central, Gonville and Wanganui East baths. 4. That the Hunterville, Taihape Raetihi and Waverley Clubs be asked to co-operate in the matter of providing voluntary instructors in each centre, and that controlling authorities of the baths in these centres be contacted with a view of having baths available for instruction only at suitable hours. That the Marton Borough Council be communicated with and requested to make the Marton baths available for instruction each evening, and endeavours be made to obtain the services of voluntary instructors in Marton. 5. That an intensive advertising campaign be undertaken to provide sufficient publicity to the campaign to ensure its success, and that every use be made of available copies of the pamphlet, "It’s Easy to Swim.” “We estimate,” continued the subcommittee's report, "that the sum of £25 would be necessary to cover the cost of advertising, transport and other expenses in the campaign. We have also given consideration to continuing throughout the balance of the season of the centre’s usual campaign for the instruction ot children. As it will be necessary to make application for a subsidy on the wages of the instructor, we suggest that application should be made for a period of 13 weeks, which would carry this campaign through to April 20. In this matter we would suggest that his services be used as much as possible in the country districts of Raetihi, Taihape, Hunterville, Marton and Waverley ,and that arrangements be made in each centre involving accommodation, transport and for the period most suitable in each centre. In this additional campaign endeavours should be made to bring children from Bulls to Marton; from Mangaweka and other schools in district to Hunterville; nearby schools to Taihape. and it may even be possible for the instructor to give a period of instruction at Utlku. Endeavours should be made to bring pupils from schools such as Wangaehu, Kaitoke, Brunswick, Mosston, Westmere, Okoia and Upokongaro into Wanganui for im struction. To make this possible we suggest that the Wanganui Education Board be communicated with and be informed of the desire of the centre to provide instruction to the children of these schools and request that a larger sum of money be made available this season for transport.” Lengthy discussion followed the pre-

sentation of the report, speakers in the main agreeing with the suggestion made and eventually the report was adopted, subject to amendments considered necessary on the recommendation of the educational officer, Mr. D. M. Jillet. The latter pointed out that it would be desirable to have teachers provide as much of the instruction for the children as possible, reserving the services of the centre’s instructor for adults. PRESENTATION TO SECRETARY N.Z. COUNCIL OFFICIAL LONG SERVICE APPRECIATED Concluding 21 years as honorary secretary of the New Zealand Amateur Swimming Association. Mr. Baxter O’Neill received congratulations from practically every centre of the association at the council’s annual meeting at Christchurch last week. Speakers were unanimous in attributing much of the substantial progress made by the association to the enthusiasm and initiative of Mr. O'Neill. When the ordinary business of the council had been completed the president, Mr. F. G. Dunn, made a presentation to Mr. O'Neill on behalf of the association. This consisted of a silver tea set, a chronograph, and a fountain-pen and pencil. Mr. Dunn said he thought Mr. O’Neill’s 21 years as secretary was probably a record among national organisations. For 18 or 19 of these years he had been closely associated with the honorary secretary, and he felt confident that the association held the important position it did today in a national light solely because of Mr. O'Neill’s work. He had been asked by practically every centre in New Zealand to offer congratulations to Mr. O’Neill and thank him for his long service. Mr. Dunn then made the presentation and proposed the toast of Mr. O'Neill. Every member in the room supported his remarks. There were present for the occasion the president of the Canterbury Centre (Mr. V. G. Spiller) and the president of the Otago Centre (Mr, W. A. Jenkins), both of whom paid tributes to Mr. O’Neill. In reply, Mr. O’Neill spoke of the good work of ollicials all over New Zealand, emphasising the importance of co-operative work in carrying out the business of the association. He spoke particularly of the educational work done in recent years. The meeting also drank the health of the president, Mr. Dunn, reference to whose work for the sport over a long period was made.
