NORTHERN COUNTRIES MUST TRY ALL MEANS FOR PEACE TALKS SWEDES UNDER ARMS LONDON, Dec. 5. An Oslo message says Norway has Invited Sweden and Denmark to confer on lhe Russo-Finnish crisis on December 7. It is officially stated that lhe Scandinavian countries must discuss all means to get peace negotiations. They assume that this also was the basis of Finland's appeal to the League. As a result of increasing alarm, Sweden for the first time has admitted officially the partial mobilisation. Forty thousand troops have been called up, including artillery and engineers, making the total under arms approximately 150,000. The normal total is 20,000. TERRITORIAL WATERS MINED Received Dec. 6. 11.5 p.m. STOCKHOLM, Dec. 5. The Finnish and Swedish Governments have notified the League that, they are mining their territorial waters adjacent to the Aaland Islands. RETURNING TO FIGHT FINNS IN UNITED STATES RED CROSS CAMPAIGNS IN AMERICA. Received Dec. 6, 7.5 p.m. NEW YORK, Dec. 5. Mr. Hoover is co-ordinating American contributions for homeless in Finland,. The Finnish Relief Committee, representing 40 Finnish groups, is launching a campaign for the collection of 1,000,000 dollars for Red Cross purposes. A non-Finnish “American Committee to Aid Finland’’ is seeking 250,000 dollars for a similar purpose. The Finnish consulate has granted 400 visas to Finns returning to fight. Many Americans are financing Finns' passages.
