PLAN TO SETTLE DIFFERENCES FORMULA PRESENTED. Received Dec. 5, 6.20 p.m. TOKIO, Dec. 4. It is understood that Mr. Nomura presented Mr. Crew, the United States Ambassador, with a formula for the settlement of outstanding questions between Japan and the United States. The Japanese Government is expected to issue a statement presently detailing recent efforts to meet the American demands. In an interview, Mr. Shiratori, former Japanese Ambassador to Italy, said some were of the opinion that America believes that if over-much pressure is exerted on Japan it will drive her into the arms of Russia. "Such consideration might cause the United States to try and study more seriously the actual conditions in this part of the world," said Mr. Shiratori. He expressed the opinion that Russia and Japan will eventually settle their differences and become associated with Italy and Germany in a grouping of the totalitarians.
