NEUTRALITY BILL CONFERENCE OF BOTH HOUSES WASHINGTON, Oct. 30. Disregarding Representative H. Fish (Republican), the Rules Committee or the Lower House adopted the procedure planned to send the Neutrality Bill to a conference of both Houses after several hours’ debate. Thus they will discuss repeal on October 31. It is contended that the House will have a full opportunity to amend the debate by means of instructions to the conferees. Representative Fish told ' the Rules Committee that the Democratic leadership's proposed procedure was the "most vicious gap we have ever had in the Congress."
