1 HISTORIC CONSECRATION Received Oct. 30, 5.5 p.m VATICAN CITY. Oct. 29. For the first time in history the Pope consecrated negroes when Joseph Kiwanuka, from Uganda, and Ignacius Ramarosandratana, from Madagascar, were made missionary bishops. Among the bishops consecrated were the following nationalities: Hindu, Chinese, Italian, Swiss, German, banish and Mexican. The Pope urged strict observance of the decalogue in view of the international situation.
