FINLAND ANNOUNCES DECISION Received Oct. 30, 11.45 p.m. HELSINKI, Oct. 30. The chairman ol the Finnish Olympic Committee has stated that Finland does not intend to give up the Olympic Games. An earlier cable message from Chicago stated that the president of the Olympic Committee, Mr. Avery Brundage, had made an announcement that the 1940 Olympic Games be held in Detroit if Finland renounced them.
