TWO-TO-ONE MAJORITY
[ AMERICAN REPEALISTS THE ARMS EMBARGO j DISPOSAL OF AMENDMENTS j I Received Oct. 27. 10.35 p.m. NEW YORK, Oct. 26. Three significant test votes established the repealists 2 to 1 majority. The only important amendments remaining are:— (1) To place armed merchantmen in the same category as the navy in American waters. (2) Retain the arms embargo. A vote is believed certain tomorrow. In the House of Representatives the pro-repeal margin is believed to be increasing. The Senate defeated by 51 votes to 27 Senator Downey’s amendment, con- i firming armament sales to American nations defending themselves against non-American countries. Mr. Roosevelt, broadcasting, described as a shameless and dishonest , fake the deliberate setting up of a bogeyman by talk of sending Americans to fight in Europe, because no responsible person ever suggested there was a remote possibility of it. “The fact of the international situation is that the United States is ! j neutral and does not intend to bei come Involved in war," said Mr. i Roosevelt. “It is impossible that we I can be neutral in thought as well as I act. Americans are beginning to know the dtfference between truth and falsehood. No matter how often . a falsehood is reiterated, repetition does not transform the lie into truth.”
