Oct. 26. 1 The Moscow correspondent of the New York Times says that diplomatic circles believe that Russia’s contraband Note was presented because Germany insisted after the collapse of the peace offensive on the fulfilment of the agreement to consult and act appropriately. He adds that the lame conclusion of harmless threats of a claim for compensation seems to rule out bellicose intentions.
