FAULTY DESIGN
AMERICAN DESTROYERS REORGANISATION OF NAVY DEPARTMENT Received Oct. 15. 10.14 p.m. WASHINGTON, Oct. 15. A major reorganisation of the Navy Department is the result of a revelation of faulty design and construction of new units, particularly twelve ' 1600-ton destroyers of the Anderson class, five of which have been commissioned and include the transfer of Rear-Admiral Harold Bowen, ex-chief of lhe Engineering Bureau to the ccnr’and < f the Naval Research Laboratory; Rear-Admiral Williams Dubose, ex-chief of the Construction Bureau, to command of the model basin; Captain Allan Chantry, exchief of the design section, lo the Philadelphia navy yard.
