BALANCED POPULATION
POLICY WITHIN EMPIRE STRENGTHENING OF MARKETS LONDON, July 17. The Chambers of Commerce Congress, discussing migration, reaffirmed Lhe principle that a balanced population was essential but new methods Tiust be introduced. It was resolved to urge Empire Governments to discuss the development ef migration and also to ask the Governments to shape trade policies in erder to strengthen Empire markets.
