Trade Restrictions At Shanghai

FOREIGN BUSINESS AFFECTED [By Telegraph—Press Association—Copyright] Received Feb. 2, 5.5 p.m. SHANGHAI, Feb. 1. The export currency restrictions have been extended to Chefoo and Weihaiwei in order to maintain the exchange value of Federal Reserve Bank notes. The customs at both ports are under the orders of the Peking Provincial Provisional Government which is refusing to issue export permits unless bills of exchange, are passed through the Yokohama Specie Bank. Foreign business is almost brought to a standstill. Hongkong reports state that the Japanese, in attempting a landing at Tongka, near Macao, by using 30 shallow pinnaces, withdrew after the Chinese had sunk two of them. An aerial bombardment continues. The Japanese raided Shiuchow and machine-gunned a bus load of refugees near Macao. Two were killed and 12 wounded. The Chinese report the confiscation of idols from Cantonese temple, including 500 geni which are goldplated wood valued at 5,000,000 Chinese dollars. A Tokio message says that Mr. Arita, in the Diet, stated that Japan had no intention of indemnifying third Powers for property damage during Japanese military operations in China.

FRONTIER CLASH RUSSIANS AND JAVANESE Received Feb. 2, x 6.30 p.m. MOSCOW, Feb. 17. A communique states that seven Japanese were killed and wounded and a Russian officer wounded in a clash on the Manchurian frontier on June 31. A battle with machine-guns resulted from an unsuccessful attempt by Japanese to occupy the island ol Argun in the river near the mouth of the Guran tributary.

Russia has sent a Note to Japan protesting against Japanese cases oi violation of Soviet territory ana warning Japan against possible consequences.
