MASS PURGES
PROPOSED ABOLITION IN RUSSIA (Independent Cable Service.) MOSCOW, Feb. 1. Revised party statutes published yesterday for presentation to Congress on March 10, propose the abolition of periodical mass purges and expulsions from the party for minor offences. It is also proposed to permit any party member to be freely criticised and to grant free discussion, also the right to make personal recommendations on any subject.
