Moving the second reading in the House of Commons of the lirst measures dealing with fire precautions, which have been before Parliament for more than forty years, and the first legislation to place on local authorities legal obligations to arrange for efficient fire services, the Home Secretary said that the system of tire precautions in Britain had grown in a very haphazard way. Sir Samuel Hoare said the need i for fire prevention was especially I urgent in view of the danger of in-| zendiary outbreaks due to air bomb-I ■ngArrangements will be made under i the Bill for different brigades to come : to each other’s aid in times of emer- i gency.
