HOOVER’S OPINION Received March 20, 5.15 p.m. LONDON, March 18. “After discussing the situation with the leaders of fifteen nations, I do not believe widespread war is probable in the immediate future,” said Mr. Herbert Hoover, the former United States President, in an interview with the Daily Telegraph.
