FUNCTIONS OF TOUCH JUDGES The functions of Rugby Union touch-judges, as delined in law 11, have been amended in one small but important respect. In the old rules, a touch-judge signalled a goal “by raising his flag.” Now the touch-judge signals “by raising his flag to indicate that the ball has gone over the crossbar.” It is the referee’s function to decide whether a goal has been kicked, and the new wording makes this point much, clearer than in the past.
