The Spanish Republic has sent a Note to the Foreign Office protesting against the appointment of agents in General Franco’s territory. The Note says that the Spanish Government views the British initiative with profound displeasure. It implies abandonment of a policy of abstaining from official relations with those revolting against the legal Government. There is all the more reason for this concern when the insurgents have not hesitated to make up for lack of strength by direct and openly acknowledged assistance from foreign Powers, equitable to an actual invasion. NO ARMISTICE ONLY ONE WAY FOR WAR TO END INSURGENTS MUST SURRENDER Received Nov. 18, 10.45 p.m. MADRID, Nov. 18. The Negrin has quelled rumours of an armistice. He said in his statement: “The Government refuses to consider any attempt at negotiation to end the war, which can only be terminated by the unconditional surrender of the insurgents.” WAR RISK RATES REDUCTIONS ANNOUNCED LONDON, Nov. 17. War risk rates on cargoes to the Mediterranean have been reduced from 7s 6d to 5s for all vessels excepting tankers. The rates have also been reduced for Far East vessels Shanghai-bound, which wili pay only 5s instead of £1 per cmt., as it is considered that the Japanese capture of the city removes the risks. CARDIUM NOT ATTACKED SUSPICIOUS AIRCRAFT SEEN BARCELONA, Nov. 17. The British oil tanker Cardium, which was reported to have called for assistance, was not attacked. The vessel merely sent a wireless message stating that suspicious aircraft was flying overhead.
