APPROACH 'OF CONFERENCE U.S.A. DELEGATE'S VIEW Received Oct. 21, 10.14 p.m. NEW YORK, Oct. 21. Mr Davis, interviewed before sailing, answered in the negative to a Japanese correspondent's query whether he intended branding Japan as the a grosser. He added: “We shall sit down at the conference table like intelligent, peace-loving human beings seeking a peaceful solution.” Mr Davis denied any intention to invite Russia and Germany, and ex pressed a hope that Japan would attend and help make the conference a success. He stressed that the United States was without previous commitments, but admitted it had the outline of a plan in mind which, however, he was not yet able to divulge.
