After the ranks had been inspected, the commissioner addressed the parade and said it was one of the finest and smartest parades that he had the privilege to inspect and congratulated the officers, men, nurses and cadets for their very fine smart appearance. The commissioner then presented warrants, certificates, stars and stripes to the various members. District President Mr. Hope Gibbons and Corps Superintendent J. J. Scott were unable to be present.
