THE THREE PARTY SYSTEM
r J'TIE three party system has never worked out satisfactorily, possibly because in British communities there is a general desire for a two-sided game in everything. If the tri-party system has any merit it will have an opportunity to reveal itself in the State of Victoria when Mr. Dunstan has been returned to office on a minority support. The largest party in the Victorian State Parliament is that of the United Australia Party, which at the last elections secured 21 seats. The Country Party comes next with 20 seats and Labour also has 20 seats. Independent Labour has secured one seat and the Independents three. Air. Dunstan ■will be able to carry on with the support of Labour. The Premier of Victoria has declared that he has received the mandate for his policy. It is not clear how he arrives at that conclusion, for his policy must necessarily be a compromise between the policy which he would wish to implement and that which the Labour Party desires. How the public could be regarded as endorsing a bargain which was unknown 1o them savours of political mysticism.
