NEW PRESIDENT FOR FREE STATE. Received Oct. 15, 8.10 p.m. LONDON, Oct. 15. The Daily Telegraph’s Dublin correspondent says that Mr. de Valera, at prescent president of the Executive Council of the Free State, has refused the post of President of the Free State, a new position under the constitution operating from December 29. It is understood that he has nominated a man living In Northern Ireland, whose election will symbolise the desire for unity.
