NOT A DOCILE FOLLOWER GOVERNOR’S STATEMENT MONTREAL, Oct. 13. The Governor - General, Lord Tweedsmuir, told the Canadian Institute of National Affairs that “Canada as a sovereign State cannot take her attitude to the world docilely from Britain or the United States. The Canadians’ first loyalty is not to the Commonwealth, but to Canada. They must determine their own attitude on world affairs.”
