GERMANY BEATING IT LONDON, Oct. 10. The Daily Telegraph’s Berlin correspondent says that, in accordance with instructions to beat the colonial drum on every possible occasion, flie newspapers express disappointment that Mr Chamberlain did not refe. to colonies, which is one of the burning questions of the day. The press finds other material to encourage the campaign in the utterances of South African statesmen, the Transvaal Nationalists, and the Italian newspapers. A Paris message states that the congress of overseas Frenchmen, who aggregate 800,000, resolved on refusing to surrender any French colonies on mandatories.
