CLAIM IN VICTORIA MR. FRASER ON CONDITIONS IN NEW ZEALAND MELBOURNE, June 5. During the hearing of a claim by 52 unions for an increase in the basic wage, Mr. Crofts, appearing for the unions, produced a cable message from the acting-Prime Minister of New Zealand, Mr. P.
