THE NEW PREMIER RESTORING NATIONAL CONFIDENCE AVOIDING EXTREMES (By Telegraph—Press Association —Copyright) Received Feb. 9, 7.5 p.m. TOKIO, Feb. 8. The Prime Minister (General Hayashi) has announced his programme, which has been aproved by the Emperor. • He aims at restoring national confidence and at avoiding extremes in carrying out reforms. He indicates that his foreign policy will be similar to that of his predecesors and insists on adequate defence. Cabinet has accepted the' resignation of Mr. lego Fukai, Governor of the Bank of Japan. It is believed that his successor will be Mr. Seihin Ikeda, formerly managing director of the Mitsui interests.
