MAY BE UNAVOIDABLE BRITAIN’S DEFENCE NEEDS [By Telegraph—Press Association —Copyright] Received Dec. 27, 6.50 p.m. LONDON, Dec. 26. A hint that conscription may be unavoidable, is contained in an article by Mr. A. Duff-Cooper, Secretary for War, published in the periodical Home and Empire, in which he emphasises that the enlistment of only 5 per cent, of Britain’s able-bodied men is required in order to solve the recruiting problem. “The voluntary system must justify itself, but in the face ot the challenge from the conscript nations I cannot over strongly emphasise that the system is on trial,” he adds. "Recruiting is so unsatisfactory that it will break down unless there is a large and immediate improvement."
