TO ABOLISH TIPPING
BILL BEFORE COMMONS LONDON, Nov. 21. A Liberal Nationalist, Mr J. S. Holmes (Harwich), backed by members of all parties, has introduced a private Bill to abolish tipping, making it an offence for a waiter to solicit or accept a gratuity or for a customer to oner one. The Bill empowers a proprietor to fix a charge for service and distribute the proceeds among the staff.
