NANKING NEGOTIATIONS NANKING, Oct. 5. M. Kuwashima, a special envoy from Tokio, has arrived with secret instructions for the Japanese Ambassador (M. Kawagoe). General Chiang Kai Shek will consult the Executive Council to-morrow. He will then open discussions with M. Kawagoe. which it is hoped will lead to a settlement of the Sino-Japanese dispute. _________
