PAKHOI AFFAIR
THE TENSION EASED WITHDRAWAL OF CHINESE SHANGHAI, Sept. 17. The tension at Pakhoi, due to the murder of a Japanese and the attempt by the army to prevent Japanese officers inquiring, has been eased by the withdrawal of the Chinese Nineteenth Army, thus permitting the Japanese to land and investigate the outrage.
